Only some (the most popular) of the libraries are available by
anonymous ftp.  All are available by email.  The original
library is called CIT_SCN20_PADS (not CIT_TINY_SCN2U_PADS -- sorry
about the name change done a few years ago.)  Therefore, the message
to send to MOSIS@MOSIS.EDU would have a body of:

request: library
library: CIT_SCN20_PADS
files: 40P22X22_STUFFED.MAG,CIT_SCN20_PADS.DOC
request: end

(capitalization is unimportant).  In the future, to find out a list of
available (pad) libraries, send a the following message:

request: library
request: end

To find out what's available inside a certain library, send

request: library
library: CIT_SCN20_PADS
request: end

To receive specific files, send a comma-separated list, as in:

request: library
library: CIT_SCN20_PADS
files: 40P22X22_STUFFED.MAG,CIT_SCN20_PADS.DOC
request: end
