Priority Scheduling <-> Proxy Managment Integration

This section describes how Proxy Management was used to integrate priority scheuduling and concurrency control by implementing the Priority Inheritance interface of the PREEMPT_RT patch as a specific configuration of the Proxy Managment Scheduler Interface. This configruation is achieved by implmeneting a specific set of routines defined by the interface specification.
